As a third generation homebuilder and real estate developer, Carl Bernstein has over forty years of experience in all facets of real estate, from site selection and land development to home design, sales, and marketing. His communities include single-family homes, townhouses, and office condominiums in the Washington, D.C., Northern Virginia and Baltimore regions. Mr. Bernstein remains true to the family tradition of creating the highest quality homes, while staying ever vigilent for compelling innovations.

Mr. Bernstein founded Continental BankCarl Bernstein, CEO, Cheshire Development Cos.
& Trust Company in West Springfield in 1979 and served as a member of the
Board of Directors, managing land acquisition and development as well as construction of the bank’s headquarters building. In 1980, he founded CB&A, Inc., which successfully developed both
single-family residences and office condominiums. During his 15-year tenure at the helm of CB&A (later DB&A) the firm developed numerous projects, including Seneca Ridge in Sterling, Virginia, Rolling Woods in Sterling, Virginia, Union Farm in Mt. Vernon, Virginia, The Gables in Pikesville, Maryland, Penderbrook in Fairfax, Virginia, Montrose Hill in Manassas, Virginia, Courts of Foxhall in Washington, D.C., and 30 upscale Georgian townhomes at Falls Park in Falls Church, Virginia.

Mr. Stefan has over 20 years of leadership experience in multifamily construction, management and technology. Prior to Cheshire Services Company and its Dallas affiliate, Joe Stefan served as chairman and CEO of Agilemesh, Inc., and president and COO of DVDCre8, Inc. (later Diversified Multimedia), which developed and globally marketed a broad line of digital media software products. Mr. Stefan served as president and COO of RealPage, Inc. where his leadership helped transform RealPage from a loose amalgam of seven recently acquired companies into a highly focused industry leader of commercial real estate management and accounting software.

Previously, Mr. Stefan served as senior vice president of NHP, Inc., a publicly traded commercial real estate development and management company in Washington, D.C. During his 11-year tenure at the helm of NHP/PSG, he led all construction management, marketing, purchasing and property services activities. He founded and led Buyers Access® to become the largest (over $200 million in client transactions annually) purchasing service organization in the property management industry. In his early public service career, Mr. Stefan was a financial economist in the chairman’s office of the Federal Energy Regulatory Commission in Washington, DC. There he served as an adviser to the Commission on cost of capital and rate base issues.
